Mr. Troup has extensive experience managing complex transactional, litigation, federal and state regulatory and administrative proceedings, and government investigations. He has successfully resolved complex legal, factual, technical, and economic issues for the full spectrum of companies involved in electronic communications to the public. Examples include advising a nationwide Next Generation 911 IP network provider in the drafting of E-911 interconnection agreements and infrastructure contracts with NG911 aggregators, formulating transactional and regulatory solutions for the transition of TDM networks to IP, and strategic counseling on issues related to peering and infrastructure agreements with cloud computing operators. Mr. Troup ensures regulatory compliance and advocates the clients’ positions before the FCC, FAA, FBI, the U.S. Justice Department, the Federal Trade Commission, the State Department, the U.S. Trade Representative, NTIA, the ITU, and regulators in other countries. These efforts have involved developing and promoting legislative strategies and managing rulemakings and other regulatory proceedings that advance the clients’ interests. Mr. Troup has provided regulatory and transactional support for new satellite systems, orbital positions, spectrum auctions, spectrum sales, wireless network construction, towers, and FCC licenses.
